Livelihood Restoration Plan (LRP)

Technical Explanation

A Livelihood Restoration Plan is focused on people who lose income or livelihoods due to a project (such as farmers losing land, or shopkeepers losing customers after relocation). The LRP identifies these impacts and sets out programs to restore or improve affected persons’ earning capacity. Examples include job training, access to microcredit, agricultural assistance, or other tailored support. Often, LRPs are part of or developed alongside RAPs.

Main requirements

Required whenever people are economically displaced (even if not physically moved) – for instance, if a project blocks access to a fishing ground, those fishermen need livelihood support. Needs a detailed understanding of baseline livelihoods (surveys of income, skills) and market opportunities. Typically requires coordination with local government or NGOs to implement training programs, and a monitoring mechanism to ensure livelihoods are indeed restored over time.
